This section begins by analyzing the public sentiment expressed during this process which talked about where problems exist, and what can be done to solve them. It also looks at the publicly supported goals of past planning efforts to see what has been solved, and what issues remain relevant today.
The document then explains the design, purpose, and character of each of the Thoroughfare Plan categories. This ranges from large arterials like Elm Street or US 380, down to small residential streets. The problems each of these road types can solve are discussed, as are the potential issues drivers and officials might face going forward. The section includes driver's view renderings of each type.
Because streets are best analyzed and understood as complete corridors, the major existing thoroughfares are each analyzed as a single unit. Persistent problems like congestions, threatened land uses, and utilities are discussed. Then the upgrades intended to solve these issues are identified. The same process is repeated for new major thoroughfares.
