   Section Description:

This section is reserved for a recommended Mixed-Use Master Plan. That document would look at land use planning in Downtown, Old Town, and in the historic residential neighborhoods south, east, and west of the Square. It would determine a community vision for each of these areas based on extensive resident, business owner, and general stakeholder feedback.

It would recommend zoning rules to put that vision in place, preferably with a framework which offers market flexibility and rewards developers for fitting the established vision. It would be a "carrot AND stick" approach instead of the current "stick only" ordinance. Finally, the document would help start the revitalization process and set economic development policies in motion.

This Comprehensive Plan recommends that the Master Plan be developed within a year of adoption of this document. It should be conducted in coordination with a Zoning Ordinance update for the full City.
