   Section Description:

This section ties together many of the various recommendations made throughout the Plan. It is not a summary (the closest thing to that will be the forthcoming "Cliff's Notes" version to be produced after adoption of the full plan). Instead, this section proposes specific actions that should be taken to put the plan into action.

First, annexation is covered. Various approaches are explained, as are jurisdictional, infrastructure, and population limitations. Then, the ETJ is broken down into smaller chunks for analysis with recommended actions. An "Official Annexation Plan" is also considered.

Then, the vital topic of regional coordination is discussed. State and County agencies must be brought into the process to ensure that their efforts are complementary to this Plan. GISD is an even larger player, able to help tremendously or delay other goals if coordination fails.

Next steps are considered in another subsection. The adoption process is discussed, as are updates to several existing documents (such as the Zoning Ordinance). Additional projects such as planning for historic mixed-use neighborhoods (the Square, Old Town, etc.) and community-wide parks planning.

Finally, an "Action Agenda" is presented. This is a detailed roadmap of major implementation steps. The majority of this subsection is based on time, helping current and future officials track progress. Of course, unforeseen events and market changes make this a speculative guide at best. Some items are also event based. It lists some actions the City could take if certain things happen, independent of a schedule.
